The Oregon Health Authority (OHA) is seeking a RHTP Data Methodology Lead Analyst to serve as the subject matter expert and data lead for the Rural Health Transformation Project. This role involves managing qualitative and quantitative data to support project goals, ensuring data quality, and developing actionable insights through collaboration with various divisions within OHA.
Responsibilities
- Serve as the subject matter expert and data lead for the Rural Health Transformation Project (RHTP)
- Lead the administration, management, and monitoring of qualitative and quantitative data to support project goals and CMS reporting requirements
- Develop systems to ensure reliable access to data
- Collaborate across the Health Policy & Analytics Division (HPA) and other OHA divisions to identify and collect data
- Provide guidance on data collection strategies, including surveys, interviews, focus groups, and administrative data
- Develop and implement monitoring strategies
- Oversee data quality and validation
- Fulfill internal and external data requests
- Support the development of reports, metrics, data visualizations, and actionable insights
- Ensure compliance with CMS monitoring requirements and provide data expertise to support other HPA monitoring priorities
Skills
- A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years' experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects

- Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the five years must have included coordinating complex research projects
- A Master's degree in Public Health, Public Administration, or a closely related field demonstrating the knowledge and skills required for this position
- Experience working with healthcare administrative claims data, particularly Medicaid data
- Experience in Oregon state government or other public sector organizations
- Extensive knowledge of computer concepts, applications and capabilities including systems design, programming languages such as SQL, and statistical or quantitative analysis software packages such as R or SAS
- Proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, and Publisher
