The International Licensing Analyst Senior Staff will develop and execute export and import authorization strategies while ensuring compliance with government regulations and company policies.
Responsibilities
- Develop and execute strategies to obtain export and import authorizations, including licenses, agreements, permits, exemptions, and exceptions
- Manage and maintain compliance with export/import authorizations throughout their lifecycle
- Research and resolve trade compliance questions from customers, suppliers, subcontractors, and internal stakeholders
- Interface with internal and external import/export organizations worldwide
- Coordinate with foreign customers to establish handling agreements
- Build and maintain relationships with U.S. government licensing authorities and technology release decision makers
- Support jurisdiction and classification reviews for hardware, software, and technical data
- Develop license application requirements and provide guidance throughout the application process
- Monitor licensing activities and support compliance actions
- Develop and deliver trade compliance training to internal stakeholders
Skills
- In-depth knowledge of the International Traffic in Arms Regulations (ITAR) and USML categories and the Export Administration Regulations (EAR), Commerce Control List ECCNs
- In depth knowledge of FMS and DCS contracts and ITAR exemptions/EAR exceptions
- Knowledge of export/import processes
- Ability to communicate (written/oral) effectively to collaborate with stakeholders
- Ability to develop strategies to mitigate risk and enforce compliance with applicable laws and regulations
- Detailed knowledge of, and ability to research, interpret and apply complex government regulations such as the Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC), Customs and Border Protections (CBP)
- Working knowledge of INCO terms
- Ability to manage high-volume and multi-task activities within assigned time constraints
- Working knowledge of Program Management Process, Contract Process and Subcontracting Process
- Demonstrated ability to work collaboratively across Business Areas, Lines of Business, and functional areas
- Demonstrated attention to detail
- Ability to multi-task and discern priorities
- Ability to work independently and collaborate on a team
- May be appointed an empowered official with authority to sign license applications or other requests for export/import authorization, with independent authority

- This position is incentive plan eligible.
- Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
