Role Summary
The Project Director, Fibre Commercialization provides strategic, commercial, and delivery leadership for the development and execution of fibre commercialization initiatives, including oversight of agreements, partnerships, and market engagement related to fibre infrastructure investments.
The role is responsible for advancing commercialization strategies for major fibre initiatives and associated backbone and last-mile opportunities, ensuring alignment with organizational priorities for connectivity, economic development, and sustainable service delivery in remote and northern environments.
Key Responsibilities
Define and lead commercialization strategies for fibre assets including pricing models, access frameworks, and partnership structures
Develop and maintain multi-year commercialization roadmaps aligned with capital planning and infrastructure investments
Identify and evaluate revenue generation opportunities including wholesale bandwidth services, co-location, and partnership arrangements
Provide oversight of fibre commercialization components within major infrastructure initiatives
Participate in negotiations with telecommunications providers, infrastructure partners, and service providers
Develop and manage commercial agreements including access agreements, service contracts, and partnership frameworks
Provide leadership and input into procurement strategies including RFP development, evaluation, and contract structuring
Develop and maintain financial models for fibre commercialization including capital recovery, operating costs, and revenue projections
Establish governance structures for commercialization decisions including oversight, reporting, and accountability mechanisms
Ensure fibre commercialization aligns with broader digital transformation, connectivity, and service delivery objectives
Provide strategic advice to senior leadership on fibre commercialization opportunities and risks

Procurement inputs, RFP documentation support, and evaluation criteria

Requirements
Qualifications
Education and Certifications
Degree in Business, Engineering, Information Technology, Economics, or a related field, or equivalent experience
Project management or commercial certification such as PMP considered an asset
Experience
10+ years of progressive experience in infrastructure, telecommunications, or large-scale project/program delivery
Demonstrated experience leading commercial, procurement, or partnership activities related to major infrastructure initiatives
Experience developing business cases, financial models, and funding submissions for capital projects
Experience working in complex, multi-stakeholder environments, preferably within government or regulated sectors
Experience managing vendor relationships and negotiating contracts or commercial agreements
